Book Description
In the 1994 National Defense Authorization Act (as amended), Congress directed that the Counterproliferation Program Review Committee (CPRC) be established to review activities and programs related to countering proliferation, including paramilitary and terrorist nuclear, biological and chemical (NBC)threats. The CPRC is chaired by the Secretary of Defense; the other members are the Secretary of Energy (as vice chair), the Director of Central Intelligence (DCI), and the Chairman of the Joint Chiefs of Staff (CICs). The CPRC is chartered to make and implement recommendations regarding interdepartmental (specifically, Department of Defense (DoD), Department of Energy (DOE), Joint Chiefs of Staff (JCS), and the intelligence community (IC) activities and programs to address shortfalls in capabilities to counter the proliferation of weapons of mass destruction (WMD) chemical, biological, radiological, and nuclear and their means of delivery (WMD/M). The findings and recommendations of the CPRC's annual review for 2005 are presented in this, its twelfth annual report to Congress.
