This Annual Report of the Department of Defense (DoD) Chemical, Biological, Radiological, and Nuclear (CBRN) Defense Program, or CBRNDP, provides information in response to several reporting requirements. First, this report is provided in accordance with 50 USC 1523. (The complete reporting requirement is detailed at annex K.) This report is intended to assess: (1) the overall readiness of the Armed Forces to fight in a chemical-biological warfare environment and steps taken and planned to be taken to improve such readiness; and, (2) requirements for the chemical and biological warfare defense program, including requirements for training, detection, and protective equipment, for medical prophylaxis, and for treatment of casualties resulting from use of chemical and biological weapons. This report supplements the DoD Chemical and Biological Defense Program FY05 President's budget, February 2004, which has been submitted to Congress.

"In 1993, Congress passed Public Law 103-160, Section 1703 which created a Joint Service Chemical and Biological Defense Program (CBDP). The mission of the CBDP is to provide world-class chemical and biological defense capabilities to allow the military forces of the United States to survive and successfully complete their operational missions--from peacetime contingency missions through two nearly simultaneous major theater wars across the entire spectrum of conflict--in battlespace environments contaminated with chemical or biological warfare agents. Under the oversight of a single office within the Office of the Secretary of Defense, the Deputy Assistant to the Secretary of Defense for Chemical and Biological Defense, the individual Services, working within the framework of a Joint Service Agreement, have planned and supported a robust, coordinated program. The Chemical and Biological Defense Program (CBDP) provides U.S. forces the best capability and support in the world. The CBDP is a key component of national and defense strategies aimed at defending the nation from the hostile use of weapons of mass destruction (WMD) particularly chemical and biological (CB) weapons against U.S. citizens, military forces, friends, and allies. The CBDP seeks to ensure that Department of Defense (DoD) operations are unconstrained by chemical and/or biological effects by providing CB defense capabilities to build readiness for current and future challenges. The program depends on support in three priority areas: (1) Stable funding for the Transformational Medical Technolgies Initiative (TMTI); (2) Adequate long-term investment in the Research, Development, Test, and Evaluation (RDT&E) infrastructure, including laboratories and test facilities; and (3) Consistent, predictable, and sustained resource levels for the CBDP. This annual report of the Department of Defense Chemical and Biological Defense Program describes how the Department is executing the CBDP and provides the context for a management framework that seeks to identify and balance investment priorities against risks over time. The report provides detailed information and assessments regarding: (1) the overall readiness of the armed forces to fight in a CB warfare environment, along with efforts undertaken and ongoing plans to improve such readiness; and (2) the requirements for the CBDP, including requirements for training, detection, protective equipment, decontamination equipment, medical prophylaxis, and treatment of casualties resulting from the use of CB weapons.

The goal of the U.S. Department of Defense's (DoD's) Chemical and Biological Defense Program (CBDP) is to provide support and world-class capabilities enabling he U.S. Armed Forces to fight and win decisively in chemical, biological, radiological, and nuclear (CBRN) environments. To accomplish this objective, the CBDP must maintain robust science and technology capabilities to support the research, development, testing, and evaluation required for the creation and validation of the products the program supplies. The threat from chemical and biological attack evolves due to the changing nature of conflict and rapid advances in science and technology (S&T), so the core S&T capabilities that must be maintained by the CBDP must also continue to evolve. In order to address the challenges facing the DoD, the Deputy Assistant Secretary of Defense (DASD) for Chemical and Biological Defense (CBD) asked the National Research Council (NRC) to conduct a study to identify the core capabilities in S&T that must be supported by the program. The NRC Committee on Determining Core Capabilities in Chemical and Biological Defense Research and Development examined the capabilities necessary for the chemical and biological defense S&T program in the context of the threat and of the program's stated mission and priorities. Determining Core Capabilities in Chemical and Biological Defense Science and Technology contains the committee's findings and recommendations. It is intended to assist the DASD CBD in determining the best strategy for acquiring, developing, and/or maintaining the needed capabilities.

The CBDP provides an integrated collection of chemical and biological defense systems to U.S. forces. The overall readiness of U.S. forces is dependent on many factors. One key factor is the availability of equipment. Chapter 2 summarizes equipment requirements and the status of research, development, test and evaluation (RDT & E) and acquisition efforts across all capability areas. Chapter 3 details the logistics status of CB defense systems. The overall logistical readiness status of the Department's CB defense equipment has improved slightly. Several factors have had an adverse effect on the overall DOD readiness and sustainment status: increased demands by the Services for some CB defense equipment; the increased overall Service requirements in order to support operations in Iraq and Afghanistan; the reorganization and the approved strength increase of the Army; and equipment modernization efforts in all of the Services. Another key factor in overall readiness is the education, training, and exercises conducted by U.S. forces to remain prepared for chemical and biological threats. Education, training, and exercises are detailed in Chapter.
